Quality Control Manager - Federal Construction

Our client is an established construction firm specializing in federal government, secure facility, historic restoration, and mission-critical construction projects throughout the United States and internationally. With approximately 85-90 employees and annual revenue of roughly $100M, the company has built a strong reputation for delivering highly visible and technically challenging projects for government agencies and landmark facilities.

Job Description

The Quality Control Manager - Federal Construction key responsibilities include:

  • Manage and administer the Contractor Quality Control (CQC) Program in accordance with USACE requirements.
  • Develop, implement, and maintain project-specific quality control plans and procedures.
  • Conduct and document preparatory, initial, and follow-up inspections on all definable features of work.
  • Coordinate with project management, superintendents, subcontractors, and government representatives to ensure compliance with contract requirements.
  • Review project drawings, specifications, submittals, RFIs, and construction documentation for quality assurance and compliance.
  • Monitor field activities to verify workmanship, materials, and construction practices meet required standards.
  • Maintain accurate quality control records, reports, inspection logs, testing documentation, and deficiency tracking systems.
  • Manage third-party inspections, testing agencies, and commissioning activities.
  • Identify, document, and resolve quality issues and non-conformances in a timely manner.
  • Participate in project meetings with owners, government agencies, subcontractors, and project stakeholders.
  • Support project safety initiatives and ensure compliance with EM 385-1-1 standards and project-specific safety requirements.
  • Assist with project closeout activities, punch list management, and final acceptance procedures.
  • Foster a culture of continuous improvement, accountability, and excellence across the project team.

The Successful Applicant

The Quality Control Manager - Federal Construction should have:

  • 5+ years of quality control experience within federal construction
  • Current USACE Construction Quality Management (CQM) Certification for Contractors.
  • Experience managing Contractor Quality Control (CQC) programs on projects valued at $10M+ preferred.
  • Ability to interpret construction drawings, specifications, submittals, and contract documents.
  • Experience coordinating inspections, testing programs, and quality documentation processes.
  • Strong problem-solving, organizational, and leadership skills.
  • Excellent written and verbal communication abilities.
  • Proficiency with Microsoft Office and construction management software platforms.
  • Ability to work collaboratively with owners, government representatives, subcontractors, and project teams.
